We are dealing with statistical significance within large numbers. By 1940, the Rhine database included nearly a million trials and Honorton's analysis in 1975 ecompassed about 3.3 million trails. The recent Bem meta-analysis was based on 90 experiments (including his originals). Rhine wrote in 1937: “What we were interested in was not finding out whether everyone possesses extra-sensory perceptive powers, but first whether anybody does.”
